Introduce work processes to enable capital projects achieve the following outcomes: - the asset can be safely commissioned and started up on time and within agreed budget. - the asset organisation is ready to commence Start-up and operations safely. - the asset’s performance meets the agreed safety, reliability, availability, Opex and production attainment targets. To deliver on the above outcomes these controls should be included: 1. Operations Functional requirements understood to ensure that the appropriate level of Operations Readiness input is given to define the operational requirements 2. Integrated Commissioning and Start-Up schedule defined to ensure that there is alignment on the CSU duration, requirements for the selected concept and an integrated approach between the execution/construction and CSU schedule throughout project delivery. 3. Basis for production promise agreed to ensure that the main assumptions behind the key elements of the production promise are internally consistent and validated against the value promised in the business case. 4. Operations organisation resourcing requirements agreed to ensure that there is a clear understanding and agreement on what is required for a competent owner organisation available on time for commissioning, start-up and operation of the asset. 5. Operations management system requirements defined to ensure that there is alignment on the required deliverables and their timings. The alignment should make clear what is needed from the project to allow the operations organisation to develop the material required to commence training and execute commissioning, operations and maintenance of the facility. 6. Commissioning and start-up plan agreed to ensure clarity on CSU milestones definition and the roles and responsibilities of contractor, project team and future asset owner in order to make a safe and flawless transition from construction to full production. 7. Project to Asset Criteria Agreed to ensure that handover criteria are agreed early in Define in line with the value drivers. This ensures that all information, systems and hardware are available in the correct sequence and to the agreed quality. 8. Commissioning readiness confirmed to ensure that the organisation and all specified requirements including supporting systems and equipment for CSU are ready in order to avoid rushed commissioning activities and systems being accepted that do not meet the agreed standards and quality. 9. Statement of Fitness Completed to ensure that there are no gaps that can result in process safety risks, gaps in the competence of HSSE & SP critical staff, and gaps in technical integrity requirements for HSSE critical equipment.
