The Project Services Manager will be engaged with all commercial facets of the projects from tendering, through to execution. The Project Services Manager may either lead a tender (forming a core team with a Project Manager and Project Engineering Manager) or be the commercial lead on a project. The Project Services Manager will generally follow the same project through the full project lifecycle, from receipt of tender through to project execution.
On a project, the Project Services Manager will be responsible for contracts management and project controls including planning, cost control, document control and project risk and opportunity management, with these functions reporting directly to the Project Services Manager.
Typically the Project Services Manager will either have a commercial or contractual background, typically with experience as a commercial manager, business manager or contracts manager.
The key responsibilities for the Project Services Manager during the tender phase are:
- Develop and fosters a positive HSEQ culture throughout Subsea 7.
- Develop and manage commercial strategy and tendering activities during tender, in coordination with the Tender Project Manager and Tender Project Technical Manager, to secure a successful outcome.
- Liaise with Sales and Marketing Director/Business Development Manager to establish a full understanding of customer requirements and relationships, capture plans and strategy.
- Carry out detailed commercial and contractual review of tender, and preparation of tender outlines, including risk analysis, for presentation to senior management.
- Act as single point of contact with customer and Subsea 7 Regional Management.
- Undertake negotiations and clarifications with Client in accordance with Subsea 7 delegations and procedures, to agree and establish contract.
- Provide handover and support to execution team.
During the execution phase, after successful completion of a tender, the key responsibilities of the Project Services Manager are:
- Develops and fosters a positive HSEQ culture throughout Subsea 7.
- Management of all commercial facets of the project including planning, document control, contract management, risk and cost management ensuring full compliance with the Contract and Subsea 7 procedures, with the support of the project commercial team.
- Promote the Project Services function within the project, ensuring all team members are commercially and contractually aware.
- Ensure that the project revenue and profit is optimized in liaison with the Project Manager, with due consideration for company-wide requirements and seeking opportunities to improve project performance, both through additional work and optimization of existing scope.
- Identify risks and opportunities, advise the team accordingly, and identify corrective action in order to mitigate the risk or realise the opportunity.
- Support the project SCM team, to ensure that all procurement and subcontracts are conducted and managed in accordance with the project contract and cost control procedures.
- Ensure that the Project Manager is provided with support and advice on all aspects of Project Services.
- Fulfill the contract management role on the project, ensuring full compliance with contract obligations and timely notifications.
- Lead the change management process to identify change, in association with the project team and through monitoring of correspondence, and subsequently prepare relevant claim and obtain client approval.
- Any other relevant delegated responsibilities as may be reasonably required to be performed, in a safe and efficient manner to meet business requirements.
The successful candidate shall ideally have/be:
- Extensive subsea industry experience preferred.
- Relevant degree preferred; however, extensive practical experience will be considered.
- Strong analytical and commercial skills.
- Excellent communication, interpersonal and negotiation skills.
- Flexibility, initiative and problem solving capability.
- Excellent written and oral communication skills and fluency in English.
