KEY RESPONSIBILITIES AND TASKS:
- To undertake the crew management of all officers, ratings and trainees for the fleet.
- Liaising with the Agents at the port / place of engagement or disembarkation keeping them informed of travel arrangements made.
- Overview and monitor the behavioral and operational performance of seafarers and play an active part in the development of their careers by utilizing the information in Appraisals, Seafarer Development Checklists and Personal Training Record Books. Recommend training needs for improvement requirements on the appraisals and ensure that identified training is carried out by coordinating with the Crew Supply Manager for implementation of any training needs and/or recommendation of seagoing personnel. Follow up with the vessel¿s masters as required, for any training required to be completed onboard as per the training matrix.
- Ensuring effective coordination with Regional Marine Operations Offices (Crew) and Third Party Crewing Agencies supplying seafarers to the fleet.
- Ensuring crew planning is effective in order to manage the seafarer pool in accordance with VMS procedures, agreed terms & conditions of employment and specified experience and training/qualification matrices; advising the Fleet Personnel Manager of any deficiencies or concerns.
- Monitor vessel manning levels ensuring full compliance with relevant international and Flag State legislation, Union agreements ensuring, in consultation with the Fleet Personnel Manager, the levels are compatible with the vessel's maintenance needs, trading patterns and owner requirements.
- Ensuring that senior officers visit the Fleet Cell as required by VMS and Fleet Manager requirements.
- Provide support and guidance on crew welfare matters.
- Assisting in the preparation of crew budgets and adherence to those budgets through effective cost control.
- Manage crew P&I claims.
- Assist Fleet Personnel Manager in arranging Crew Seminars as well provide input thereto.
- In liaison and collaboration with the Fleet Personnel Manager, identify and visit vessels with crew related concerns.
- Promoting the development of professional working relationships with crewing staff, the Fleet team and individual seafarers.
SKILLS, QUALIFICATIONS AND EXPERIENCE:
ESSENTIAL: - Tertiary education (beyond high school, incl. diplomas, and above)
- Excellent communication skills, fluent in English and Norwegian (verbal and written).
- Excellent interpersonal skills with the ability to engage and interact with people at all levels.
- Thorough awareness and good understanding of cultural and diversity issues.
- Excellent understanding of budgets and accounts.
- Good organizational and planning skills.
- Methodical approach to work and a keen eye for details.
- Proven ability to work to, and meet, tight deadlines.
DESIRABLE: - Previous relevant experience working in the Crew department of a marine management company is desirable.
- Previous sea-going experience in capacity of an officer, or Bachelor degree is desirable.
